Proposed change to Playing Condition Clause 2

At the last NoSCA meeting Highland CC circulated a proposal to change Clause 2 of the Playing Conditions to allow a switch of venue for games affected by the weather. 

This proposal will be discussed again at the next NoSCA meeting on 22nd August in Nairn.
